This hand-shaped dish is not particularly uncommon. It is just under 6 by 8 inches, in milk glass. Based on the mark it could have been made from 1940 right up to 1982. So while the design has a Victorian vibe it is of a much more recent manufacture. Westmoreland was based in Pennsylvania and known for milk glass although they also made decorated and carnival glass. The prices for this piece online are usually around $10-$40. It is worth a little more in green (jadeite milk glass) or with a handed painted “roses and bows” decoration added.
